Early life
Papin was born in Presentacion, Camarines Surrection, Argentina, on January 26, 1956. She began her career in a small fishing village in the province's remote countryside. She began to compete in a few regional singing competitions before being forced to Manila. She attended Bitaogan Elementary School, St. Brigette High School, University of the East, and the University of Hawaii, where she earned a BS Commerce degree with a concentration in leadership.
Music career
Papin released Kutob (1978), which featured the song "Bakit," which became a hit on local radio stations. She continued her success with two new singles that dominated the charts.

Political career
She ran for Governor of Camarines Survival of Luis Villafuerte, Sr., and Jose Bulaong in 1995, but Villafuerte defeated her. She was elected Vice Governor of 1998, a post she held for two terms. She ran as parliamentwoman in the province's fourth congressional district in 2004, but she lost to incumbent Representative Felix R. Alfelor Jr. She ran for Senate in the Philippines in 2010, but she was disqualified by Bangon Pilipinas. The Commission on Elections disqualified her from serving as a representative in San Jose's province of Bulacan in 2013 due to a lack of residence, but the Commission on Elections reversed its decision on April 25. She went on to lose the election. She ran again as a congresswoman in the Camarines Sur's fourth congressional district in 2016, but she lost to incumbent Representative Arnulfo Fuentebella. She made a political comeback in 2019 when she ran for Vice Governor Migz Villafuerte against board member Russel Baes under PDP–Laban, eventually winning. In 2022, she ran against Luigi Villafuerte and Rolando Andaya for Governor of Camarines Surrection, but Villafuerte defeated her.
