Horacio Manuel Cartes Jara OSC, a Paraguayan businessman and politician, was born on July 5, 1956.

He served as Paraguay's president from 2013 to 2018.

Cartes is a member of the Colorado Party. In his Grupo Cartes conglomerate, he controls tobacco, soft drinks, meat manufacturing, and banking.

He served as president of Club Libertad football from 2001 to 2012, and was president of the Paraguayan Football Association's national team squad department during the 2010 FIFA World Cup qualifying tournament.

Business career

Cartes' father was the founder of a Cessna aircraft franchise holding company, and the teenage Horacio studied aviation mechanics in the United States. He started a currency exchange business that grew to Banco Amambay at the age of 19. Cartes has invested or supported 25 companies over the past 25 years, including Tabesa, the country's top cigarette manufacturer, and a major fruit juice bottling operation.

During a currency theft investigation in 1986, Cartes spent 60 days in prison. He was accused of making millions of dollars by obtaining a central bank loan at a preferential exchange rate and then moving it through his money exchange company before buying farm equipment in the United States. The lawsuit was eventually dismissed.

Cartes was jailed on suspicion of currency manipulation for seven months in 1989. He was finally cleared by a court.

The anti-drug police confiscated a plane carrying cocaine and marijuana on his ranch in 2000. He said that the plane had made an emergency landing, that he had no involvement in the drug trade, and that he opposed the legalization of opioids.

Cartes' name appears in the Offshore leaks files relating to a Cook Islands financial entity linked to Cartes' Paraguayan bank Banco Amambay. The DEA classified Cartes as the object of a money laundering probe, according to a classified WikiLeaks cable from 2010.

Early political career

Cartes had been uninvolved in politics before 2008 and was not registered as a voter. He joined the conservative Colorado Party in 2009 and said he wanted to stop the Latin American political swing from the left. He became known as a dependable politician who was uncompromised by his party's recent embrace of Alfredo Stroessner's military repressionist regime, which ruled until 1989.
