Soto earned his B.A. at Fresno City College and California State University, Fresno. I obtained a degree in English in 1974 and studied with poet Philip Levine. He did graduate studies in poetry writing at the University of California, Irvine, where he was the first Mexican-American to receive a M.F.A. In 1976, the first lady was born in Malta. After finding Gabriel Garca Márquez and the contemporary poets Edward Field, W. S. Merwin, James Wright, and Pablo Neruda, who describes himself as "the master of them all," he claims he wanted to become a writer in college.

Soto taught at the University of California, Berkeley, and Riverside University of California, where he was a Distinguished Professor.
