David Mark Penney, born 17 August 1964, is an English football manager and former footballer.

Penney, who was born in Wakefield, West Riding of Yorkshire, began playing professional football at the age of 21.

He had been working as a bricklayer and playing for nothing at Pontefract Colliers for five years before being approached by Derby County scout Ron Jukes, who recommended him to boss Arthur Cox.

He was offered a deal in the Third Division then, and the club then climbed two divisions before he left for Oxford United for £175,000.

He then moved to Wales, where he competed for Swansea City and Cardiff City, before signing for Doncaster Rovers in 1998.

He played as a midfielder.

Managerial career

Penney resigned in 2002 to pursue a career in leadership, but he stayed at Doncaster, taking over the managerial role on a full time basis. Penney led Doncaster back to the Football League after a solid finish in his first season, winning in the 2003 play-off final. He managed Doncaster to the Division Three championships, but they didn't stay in Division Three for long. During two seasons of Doncaster's reign as a member of League One Penney, he dominated victories over Premier League sides Manchester City and Aston Villa, and Arsenal nearly defeated Arsenal in the League Cup quarterfinals before being defeated on penalties in a penalty shootout. Penney left Rovers on August 30, 2006, saying he had played the club as well as he could.

On October 30, 2006, he was appointed Darlington's chief. On Sunday, Doncaster defeated Darlington in a Football League Trophy match, and Penney received a hero's reception from the home fans at the new Keepmoat Stadium.

Penney was appointed manager of Oldham Athletic on April 30. Penney was released of service on May 6, 2010 by mutual consent, with declining attendance being one of the reasons.

Penney was named as the head coach of Bristol Rovers' League One team on January 10, 2011. However, his time as president of the west country club was not long, as he was fired less than two months after losing nine of his 13 games in charge. His last game was a 2–0 loss over Dagenham and Redbridge. Stuart Campbell was put in charge of the game against Tranmere, which culminated in a 1–0 win thanks to a Chris Lines goal.

He only won two games against Swindon Town and Oldham Athletic, and he lost 6–1 at Walsall while at the Memorial Stadium, and also against Walsall. After being turned down for the Grimsby Town managerial position, Rob Scott and Paul Hurst were fired on March 22, 2011.

As new manager Phil Brown's quest to raise the quality of back-room staff at Southend United as of May 13, he is expected to be interested in a coaching role. He was recruited as an assistant coach and resigned in June 2015. Penney was first hired as an assistant manager in September 2016, this time for Guiseley. Penney was fired on September 30, 2017 together with manager Adam Lockwood.

Penney was hired as a sports director by York City on October 1st, 2017.
