He was then captained against France in Christchurch, which the All Blacks beat 31–23. In a match against Australia (the Wallabies) in Sydney, which the All Blacks lost 50–21. He was also a substitute. Carter was then selected in New Zealand's 2003 Rugby World Cup squad, where he first attracted serious international attention. Carter spent much of the tournament's later stages on the bench, leaving New Zealand without a specialist goal kicker. However, he did participate in the Melbourne games against Italy, which the All Blacks won 7–7, and the triumphs over Canada and Tonga. Despite being an All Black since 2003, he only obtained a permanent position as the first five-eighth in the team during the 2004 tour to the United Kingdom and France displacing Carlos Spencer. He was playing as a second five-eighths up until the 2004 Tri-Nations ended.

Carter appeared in the All Blacks' 48–18 triumph over the British & Irish Lions in 2005. He had two attempts, five goals, and four conversions. He finished the game with 33 points, surpassing the previous All Blacks record of 18 points in a Lions Test (Carter's second-half total of 22 points was sufficient to top this). www.dailymail.co.uk, October 10, 2022
England's World Cup bid got off to a promising start, with even better news for Simon Middleton. The Red Roses head coach has been given an unexpected boost ahead of meeting France. Given that England is the No. 1 team on the planet and that the Pacific Island nation was playing in their first tournament, a 14-try hammering of Fiji on day one in New Zealand was no surprise. Middleton would not have banked on a rookie flanker Sadia Kabeya's game-of-the-match appearance and a try-scoring return for wing Abby Dow.
