Cecilio Andrés Domne Ruiz (born 11 August 1994) is a Paraguyan professional footballer who competes for Independiente and the Paraguay national team.

Club career
Domnguez, who was born in Asunción, was a Sol de América youth graduate. On November 20, 2011, aged 17, he formed his first squad – and Primera División – debut, winning by a late replacement against Guaran.
In a 2–2 home draw against Cerro Porte, on December 18, 2011, he scored his second career goal by netting a last-minute equalizer. From the 2012 season to date, he has been a regular starter.
Domnnego was loaned to Nacional for the remainder of the 2014 Copa Libertadores on July 1, 2014. He returned to his parent club on August 15th, having only made two appearances since being knocked out.
Domnguez's federative rights were transferred to Cerro Porte, Spain, on December 20, 2014, for half of his fees. He scored 19 goals in 2016; highlights include braces against Deportivo Capiatá (3–2 and 2–1 home victories), River Plate (3–2 away win) and former Nacional (6–1 away win).
He also had a great Copa Sudamericana campaign, scoring six goals in seven games, including a hat trick against Independiente Santa Fe, and ending tied for the golden boot with Miguel Borja.
Domnguez, the Mexican side of América, was signed to Domnguez on a four-year deal on January 14, 2017. In a Liga MX home win over Veracruz, he made his international debut fourteen days later, starting and scoring his first goal of the match.

International career
Domnnez was first called by the full team on October 2nd, 2014, for friendlies with South Korea and China after playing for Paraguay under 17 and under 20 levels. In a 2–0 loss against the former in Cheonan, he made his complete international debut eight days later, swapping Derlis González.
