While still in law school, Cardin was elected to the Maryland House of Delegates in November 1966. He held the seat once held by his uncle, Maurice Cardin, who had decided to not run for re-election so that his nephew could instead pursue the seat. He was chairman of the Ways & Means Committee from 1974 to 1979, then served as the 103rd Speaker of the House until he left office. At age 35, he was the youngest Speaker in Maryland history at the time. As Speaker, he was involved with reform efforts involving Maryland's property tax system, school financing formula, and ethical standards for elected officials.

The Retirement Security and Savings Act, which is set to be passed before the year's end, intends to force automatic enrollment into retirement savings plans worth up to ten percent of pay. Senators Rob Portman (pictured) and Ben Cardin introduced the bipartisan bill to raise the number of American citizens voting in 401(k). Beginning in 2027, the government will guarantee some employees with low to moderate income $1,000 per year to their retirement accounts. Its also aims to remove retirement funds from 72 to 75 years old, as well as employees' ability to save up to $2,500 in a rainy-day account. The proposed changes come as Fidelity Investments reported that average retirement savings have plummeted 23 percent from a year ago
