Antony Leung Kam-chung GBS JP (born 29 January 1952 in Hong Kong and with family roots in Shunde, Guangdong), is a businessman who served as the Hong Kong Special Administrative Region (HKSAR), from 29 May 2001 to his resignation on July 16, 2003. He was embroiled in a financial crisis in early 2003 after it was revealed that he had purchased a new Lexus vehicle right before enforcing a conflict of interest that eventually resulted in his resignation in July of that year.
Education
Leung was educated in Hong Kong. He obtained his secondary education at Ying Wa College and graduated with a Bachelor of Social Sciences degree majoring in economics and statistics from The University of Hong Kong. He was heavily involved in student life and was concerned with political topics during his undergraduate years and was worried about political topics. According to several colleagues, Leung had set out to be Financial Secretary for a long time. In 1982, he completed the Harvard Business School's Programme in Management Education, as well as the six-week Advanced Management Program in 1999. In 1998, he was named an Honorary Doctor of Laws at The Hong Kong University of Science and Technology.
Career
Leung began his banking career as a currency trader and spent 23 years with Citicorp, where he took up regional management positions in Hong Kong, New York, Singapore, and Manila. Leung took up senior management positions at Hong Kong's main international banks. He joined Chase Manhattan Corporation in 1996, where he rose to the rank of Asia-Pacific chairman. When commercial bank Chase Manhattan bought Wall Street investment bank J.P.Morgan in 2000, he oversaw J.P. Morgan Chase & Co.'s Asia-Pacific operations, which became the No.2 US bank. He was transferred from J.P.Morgan to become Financial Secretary shortly after he resigned from J.Morgan.
He was actively involved in public services before becoming Financial Secretary. He served as an unofficial member of the Executive Council (1997–2001 April) and was responsible for Education Reform when he was Chairman of the Education Commission (1998–2001 April). Following a controversy concerning the improper construction of housing estates under the Home Ownership Scheme, Dame Rosanna Wong-ming, the former Chairperson of the Housing Authority who resigned before a vote of no confidence in the Legislative Council of Hong Kong, was replaced by the Chair.
