College career
Carter attended the University of California, Berkeley, and was a member of the California Golden Bears football team from 1997 to 2000. He was a first-team All-Pac-10 pick during his junior and senior years. He earned the Morris Trophy, the Pac-10's top defensive lineman, as a senior in 2000, and was named as a unanimous first-team All-American. Carter was also a finalist for the Bronko Nagurski Trophy, the nation's top defensive player, in addition to being named as the Golden Bears' Most Valuable Player.
Professional career
In the first round of the 2001 NFL Draft, the San Francisco 49ers selected Carter. Carter was moved to outside linebacker because the 49ers used a 3-4 defense under Head Coach Mike Nolan. In 69 games, he made 154 solo tackles, 32 sacks, and 12 pass deflections.
Carter began a six-year, $30 million deal with the Washington Redskins as an unrestricted free agent on March 14, 2006. Carter was moved back to defensive end, his natural place. He had 56 total tackles and six sacks in his first year with the Redskins. With 55 tackles, 10.5 sacks, and four forced fumbles, he made a big difference in 2007. In a 34-3 victory over the Detroit Lions, he had a safety. Carter's best season as a Redskin came in 2009, when he totaled 11 sacks. The Redskins fired Mike Shanahan in 2010, who redirected their 4-3 defense to a 3-4 defense, requiring Carter to play outside linebacker. Carter was never completely comfortable with the move. The coaching staff had him playing from a three-point perspective on passing downs by mid-season and at Carter's behest. Carter was released by the Redskins on March 1, 2011.

Carter signed a one-year contract with a base salary of $1.75 million, according to Rapoport. Carter played for the New York Jets in November 11, 2011, releasing 4 sacks and tying the Patriots single game sack record. Carter tore his left quadriceps tendon and missed the remainder of the 2011 regular season and playoffs as he recovered from surgery on Sunday. The Oakland Raiders reported signing Carter on September 26, 2012. Carter re-signed with the Raiders on a one-year contract on April 9, 2013. He was released on August 31, 2013.

Coaching career
Carter returned to California in August 2015 as an undergraduate assistant. Carter was hired by the Miami Dolphins as an assistant defensive line coach on February 10, 2017.
