Under an ongoing investigation that has been postponed to encourage more data to be obtained, clubs in England are currently permitted to make two permanent concussion substitutes. The Premier League has written to the IFAB, asking for the introduction of a temporary concussion subpoena, with 18 of the 20 clubs in favour. However, IFAB has declined to participate in the Premier League, but they do agree that the possibility of starting trials for temporary concussion subs will remain under 'constant investigation.'
