Haines was born to Mikel Neiers, a Hollywood cinematographer known for his work on Friends and Spin City, and Andrea Arlington, an actor and model who appeared in Playboy in the 1980s. They divorced, and Arlington remarried Jerry Dunn, a television producer who later divorced.

"I fell off the face of this earth and not being a father," Haines has recalled.

Haines dropped out of Indian Hills High School to pursue a career in Hollywood, while still attending for a GED under the guidance of her mother. She spent time as a hip-hop and pole dancing instructor. At age 16, Haines obtained her GED. Haines claims that while she was 16, Arlington used fake identification cards to lure the students and led them to pin-up modeling, though Arlington denies this. Haines spent time as a lingerie performer in the Frat Party, and she was photographed nude behind a sheet in the Marilyn Manson music video for "Arma-goddamn-geddon" when she was 17. Haines had been booted out of her mother's and step-father's house at the time of the robbery, and she was staying with "Bling Ring" co-defendant Nick Prugo and his family.

On the website TheDirty.com, several unapproved photographs of Haines and her costar Tess Taylor were posted. Although lawyers requested that the photos, which depicted the girls smoking bongs and what seemed to be heroin, be taken down, blogger Nik Richie, the site's owner, declined. Haines enrolled in the SOBA Recovery center in Malibu, California, after being sentenced to one year of rehabilitation for black tar heroin use and a fake Florida identification card. Both were discovered when Haines failed to check in with her probation officer, who was on probation for her "Bling Ring" involvement, and officers paid her a visit and searched her house. Taylor, although temporarily under unrelated circumstances, enrolled her in rehabilitation.

On December 8, 2011, Haines appeared on the website TheDirty.com as part of an episode of Nik Richie radio. During the filming of Pretty Wild, she admitted to being addicted to heroin, Xanax, alcohol, and OxyContin. She also stated that when not filming the show, she was "live in a Best Western hotel" getting high and panhandling for money on the streets. She was sexually assaulted as a young girl, contributing to her heroin use, her father's drug use, an act of rape, and a boyfriend who also used. Taylor said she no longer speaks to Taylor in 2011, but she appeared on Haines' podcast Recovering From Reality in 2019 to discuss her heroin use. Haines said she had been sober for eleven years as of 2022.

Haines became sober at nineteen years old after being sentenced to up to six years in the California state prison system due to her heroin use. Haines started training in order to obtain her CASAC (Credential Alcohol and Substance Counselor) license to work as a licensed drug and alcohol counselor. Haines was a columnist for Vice, covering youth, heroin, and recovery from 2013 to 2009. She appeared in a Vice documentary focusing on the heroin epidemic amongst youth in the Los Angeles area, as well as showing the human face of those in active drug use and hearing their personal stories. Haines is now a consultant at Alo House Recovery Centers and hosts a podcast called Recovering from Reality. Haines has also served as a Doula.

Evan Haines, a Canadian businessman, married her in Mexico in April 2012. There were 20 visitors, including Haines' mother, Gabby, and Tess. A girl was born in Haines on April 24, 2013. Another child was born later in life. Haines and her husband separated in 2021, but by September 2022, Haines' relationship had come to an end, and Haines reported her to a "supportive" boyfriend.
