Mullenbach, a born in Luxembourg City on January 23, 1949, studied piano, chamber music, and composition at the Conservatoire de Paris and Salzburg Mozarteum, where his teachers included Gerhard Wimberger and Cesar Bresgen. He taught piano at the Conservatoire de Luxembourg from 1970 to 1981, and then to composition in 1981. Since then, he has also worked at the Mozarteum. He has written over 100 works, 13 of which were for the symphony orchestra, as well as an opera. They have appeared at major music festivals in Salzburg, Echternach, Strasbourg, St.Petersburg, Vienna, and Munich. He was the founder and chairman of the Luxembourg New Music Society (1983-1994). He was president of the Luxembourg National Music Council (2000-2007), chairman of the International Summer Academy of Mozarteum Salzburg (2002-2013), artistic director of the Salzburg Festival (2007-2013). He is a co-founder and vice chairman of Luxembourg Music Publishers (LMP). He was named Doctor Honoris Causa from University of Music "Academie Gheorghe Dima" Cluj in Romania in 2015.
